The browser could not resolve the hostname. Effectively the same condition as NXDOMAIN, reported by a different part of Chrome.

What causes it

Typo in the address.
DNS records missing or not yet published.
Local DNS cache holding a stale failure.
A network-level filter blocking the lookup.

If you are the visitor

Retype the address carefully.
Flush the DNS cache and try another resolver.
Disable VPNs, ad-blocking DNS and "family filter" services temporarily.

If it is your website

Publish or correct the A record.
Lower the TTL before making DNS changes so mistakes clear quickly.
